We use technology combined with our policy expertise to monitor important state legislation affecting LGBTQ+ Virginians. We follow trends, identify new types of pro- and anti-LGBTQ+ bills, and work with state and national partners to meet every new challenge head-on.

It contains bill categories, bill status and positions for legislation being tracked by Equality Virginia staff. While we strive to keep this document up to date, bill language may be updated in a way that is no longer aligned with the description presented here. Equality Virginia 2025 Legislative Scorecard
Equality Virginia’s 2025 Legislative Scorecard reflects the positions and actions of all 140 state legislators on a variety of bills impacting equity, safety, access, and overall well being for LGBTQ+ Virginians. Creating a better Virginia for LGBTQ+ people requires that we hold our elected officials accountable, and we hope that the information contained in this scorecard will help you do just that.
Each legislator has received a 2025 vote index score that reflects the quality of all of their votes on bills on EV’s 2025 Equity Agenda, as well as a lifetime score that includes all of the votes they’ve taken on EV’s bill priorities since 2022. Both of these scores are calculated out of 100. Points have been added to a legislator’s vote index score if they sponsored a bill that Equality Virginia supported; if a lawmaker sponsored a bill that EV opposed, points were subtracted from their score. This ensures that each score reflects a legislator’s overall impact on LGBTQ+ rights during the 2025 General Assembly session.
